Given the premise that drugs cause losing and there are only two states (winner and loser), then I'll accept that winners don't use, users don't win, and users are losers. However, losers are not all users. Losing can be obtained by using, but using is a subset of losing, with many possible causes.
It's like saying "All presidents have been white" so if your white you have been president. The logic just doesn't work and thats when I quit believing in crime fighting dogs.
